Housing Development Services

Housing Development ServicesThe Ministry grants material and financial aids to the low income families of central province to construct permanent houses.

Implemented programmes

  1. Granting of Asbestos sheets
  2. Rs 50000/- housing loan programme
  3. Implementing Awareness programmes about "Construction of low cost houses"

Qualification required for applying assistance of Rs 50000/- Housing Loan

  • Applicant must be a permanent resident of relevant divisional secretariat
  • Age between 18 and 55 years ( Maximum age limit is not applicable if you have two permanent public servants as guarantors)
  • If the applicant is unmarried, he/she must be the legal guardian of the family (Must be certified by a Grama Niladhari certificate co-signed by the Divisional Secretary)
  • Being a Samurdhi recipient or low income person (But he/she should have the capability to pay monthly installment and the loan interest )
  • The corresponding land must be owned by the applicant or his/her family
  • Must be certified by a Grama Niladari certificate co-signed by the divisional secretary that the applicant enjoyed the land for more than 05 years in the case of a government land and having no hindrance giving him the ownership in the future
  • In case of a privately owned land, the current owner must submit a letter to the Grama Niladari expressing his/her willingness to transfer the ownership of the land to the applicant in the future.

Qualification required for applying assistance of asbestos sheets

  • Must be a permanent resident of the relevant divisional secretary’s division
  • Being a Samurdhi/Public charity assisted /low income recipient or a very poor person
  • Being a family unit with married or widowed children
  • Not having roofing material for the house under construction or not having a permanent roof for the current house
  • Applicant must not be a recipient of a similar grant in the past.

Planning Section

Internal Audit

Ensuring transparency in administration through constant inspection to emphasise that all departments and institutions coming under the ministry function in accordance with the financial and administrative laws and regulations.
Preventing errors and frauds in internal administrative systems in departments, zonal education offices and schools coming under the Ministry. Maintaining continuous research and independent evaluation to ensure the internal inspection used to expose such errors and frauds is methodical and sufficient.

  • Auditing all departments and institutions coming under the Chief Ministry.
  • Conducting sudden inspections.
  • Conducting special investigations.
  • Issuing disclaimer certificates for retiring officers.

VisitEarly Childhood Development Unit

Vision

To create a child ready for school education with pre knowledge and skills.

Mission

To ensure the rights of children in early childhood, to strengthen them mentally and physically, and to create methodologies and charters to regulate and standardize the Early Childhood Centers, and to implement and regulate them.
The main objectives of this unit are;

  1. Promoting early childhood education in the province.
  2. Registration, management and monitoring of Early Childhood Development Centers.
  3. Creating favorable environment for the physical, mental and overall development of children in the early childhood stage.
  4. Ensuring rights of children in the early childhood stage and providing proper protection for them.
  5. Taking other steps that might be necessary for early childhood development. 

water projectCommunity based Water Project and Sanitary Unit

Vision

Uplifting the living standards of people of rural and state sector of the Central Province by supplying them safe drinking water and sanitary facilities

Mission

To uplift the living standards of rural and state communities by planning and implementing projects on water supply, sanitation, hygiene education, capacity building and environmental conservation, and coordinating and guiding such projects. To build a proud and prosperous community through participatory development approach and good governance.

Duties

  1. Registration, supervision and regulation, restructuring, dissolution, and auditing of community based organisations established for providing drinking water and sanitary facilities in the Central Province. Issuing instructions, laws, regulations and circulars for their administration.
  2. Assisting the community based organisations to act according to the constitution.
  3. Providing guidance and aids for enhancing community water and sanitary projects implemented within the Central Province.
  4. Assisting for capacity development of community based organisations and training officers, committee members, employees and community.
  5. Introducing the role of supporting organisations, coming into agreements with them and proving staff training.
  6. Introducing books, documents and forms suggested by community based organisations and encouraging their usage.
  7. Entering into agreements and coordinating with external parties for projects on community water supply and sanitation.
  8. Implementing community water supply and sanitation projects and establishing community based organisations in relation to the projects in selected Grama Seva divisions in Central Province.
  9. Making the community based organisation the centre for village development.

Duties

  1. Ensuring that all local authorities within the province exercise their powers and perform their duties properly with a clear understanding of their aims and objectives.
  2. Devolve the powers and responsibilities relevant to Local Government within the Central Province that have been vested upon Provincial Councils by the 13th amendment to the Constitution.
  3. Execute the powers entrusted to the Department by various acts, ordinances, rules, regulations and circular instructions related to local government.
  4. Ensuring that the local government institutions do not exceed their limits when performing their duties.
  5. Being responsible that the local authorities adhere to the policy decisions taken by the Central Government and the Provincial Council when carrying out their duties.

Department of Land

Vision

“Satisfied society from Medarata through settled state lands"

Mission

Hold the ownership of state owned lands and affiliated resources in the Central Province while maintaining proper management that stabilizes the economical, social and environmental factors in applying them in various deployments.

The Department of Land is another department which comes under the purview of the Chief Ministry. The Department of Land hold sway over all state land in the Central Province and is responsible for the proper management of such land in terms of economical, social and environmental factors that have a direct impact on the effective utilization of state owned land. The specific activities the department undertakes can be clustered under five working objectives.

Duties

 

  1. Planning and Implementation of human-settlement schemes under the Land Development ordinance and issuing of grants for the distributed lands
  2. Granting approval of the Provincial Council to be abided by the state laws when alienating land for people, places of worship, general purposes etc.
    • Granting permission for Land Kachcheri and approving the final list under Land Development Ordinance
    • Granting permission for Land Kachcheri, releasing of land for residential, agricultural, industrial or commercial or state or local government institutes, granting lands under long-term lease and granting approval of the Provincial Council for transferring the annual license under State Land Ordinance.
    • Implementing procedures related to releasing of lands, leasing for State Departments, Boards and Institutes of Local Government and Transfer of lands.
  3. Granting permission to hold Land Kachcheri, to alienate or transfer of lands under Land Grants (Special Provisions) Act.
  4. Providing guidance and instructions for Divisional Secretaries on land administration for lands belonging to the Provincial Council that do not come under inter-provincial land development projects.Planning and Implementation of human-settlement schemes under the Land Development ordinance and issuing of grants for the distributed lands.
